Introduction The Scottish Medicines Consortium (SMC) conducts early health technology assessment of new medicines in Scotland. While budget impact is not a factor decisions on reimbursement, information provided initially through horizon scanning reports for high (estimated net >GBP 500,000 [EUR 585,710] per annum) to aid financial planning and implementation advice at the local level, later templates from submitting company issued alongside SMC advice. An emerging theme was some complex inflexible, simpler, more adaptable tool process welcomed. Priorities identified improving template included adapting population adjusting medicine prices reflect confidential discounts.
